Among the priorities that are considered very important in the repair business is to give individual attention to the development prior to build community, or improve repair system before and institutions. That is most appropriate when we take the term used by al-Qur'an that are associated with this self-improvement, namely:
"... Verily, Allah does not change a people until they change what is in themselves ..." (Ar-Ra'd: 11)
This is actually the basis for any business improvement, change, and social development. That is the business that started from the individual, which is the foundation building completely. Since we can not hope to establish a building of the firm and if the stones and rotten foundation damage.
